ASBTRACTududThe objective of research was to find out: 1) the function of BAPAS inudconducting character education to the children committing stealing crime inudSurakarta, and 2) the implication of character education in BAPAS to the stealingudcrime handling in Surakarta city.udThis study was a descriptive qualitative method. The research strategyudused was a single embedded strategy. The data source was obtained fromudinformant, event/activity and document. The sampling technique used wasudpurposive sampling. Techniques of collecting data used to obtain and to organizeudthe data of research were interview, observation and document analysis. Toudobtain the data validity in this research, a data triangulation was used.udMeanwhile the technique of analyzing data used was an interactive analysisudmodel with the following steps: 1) data collection, 2) data reduction, 3) datauddisplay, 4) conclusion drawing/verification. The procedure of research included:ud1) preparation, 2) data collection, 3) data analysis, and 4) research reportudorganization stages.udConsidering the result of research, it could be concluded that: 1) theudfunction of BAPAS in holding the character building education for children whouddid the stealing in Surakarta are guiding, helping, and keep watching thoseudnaughty children whom based on the court decision were sentenced withudconditional criminal, supervising, fine, and were delivered to the country, andudalso should join job training or children can have asimilation, visiting familyudleave, conditional release (parole), or leave before get released from theudpenitentiary and doing some society guidance. This is done by BAPAS by givingudcharacter building in nonformal education given by advicing, religious guidanceudand life skill ability so that the children who have finished their development, canudbe a better person and can live in society, nationality and for the country. 2) Theudimplication of character education in BAPAS to the stealing crime handling inudSurakarta city was that it affected the crime handling particularly the stealingudcrime; it could be seen from the data that out of the children becoming the clientsudof BAPAS to attend the character education so far, none returned back to BAPASudto attend again the good counseling for repeating the similar or other cases.
