Pulp, Paper, and Paperboard Industry-Background Information for Proposed AirEmission Standards. Manufacturing Processes at Kraft, Sulfite, Soda, and Semi-Chemical Mills

National emission standards for hazardous air pollutants (NESHAP) are beingproposed for the pulp and paper industry under authority of Section 112(d) of the Clean Air Act as amended in 1990. The document provides technical background information and analyses used in the development of the proposed pulp and paper NESHAP. It covers air emission controls for wood pulping and bleaching processes at pulp mills and integrated mills. Effluent guideline limitations for pulp and paper mills are being developed concurrently under the Clean Water Act. Technical information used for the development of effluent guideline limitations is in separate documents.
