U.S. Department of Agriculture Personnel Management Demonstration Project. ThirdAnnual Evaluation Report. Executive Summary

This report presents findings for the U.S. Department of Agriculture (USDA)Personnel Management Demonstration Project between July 1, 1990, the date of initial implementation, and November, 1993. Findings are presented for two overlapping but distinguishable levels of analysis: findings on the level of use and the impacts of the five initiatives that comprise the demonstration project; and preliminary findings on several of the 15 hypotheses specified in the Federal Register notice of March 9, 1990. The report also notes macroeconomic and Federal government personnel changes that have resulted in a different context for implementation that was envisioned when the project was proposed initially.
