This report provides preliminary insights into the types of benefits that arelikely to result from the proposed effluent limitations guidelines for the coastal subcategory of the oil and gas extraction industry in Cook Inlet, Alaska. The proposed rulemaking will impact discharges of produced water, and drilling fluids and drill cuttings from coastal oil and gas facilities in Upper Cook Inlet. Reductions in loadings of oil and grease, total suspended solids (TSS), hydrocarbons, and metals to the inlet are anticipated as a result. The benefits analysis provided in this report is qualitative in nature, and is not intended to provide precise benefits estimates.
