The module outlines the requirements and procedures for a state to becomeauthorized for the RCRA program. It describes how the State Authorization System can affect the applicability of certain rules, specifies why states are authorized by EPA and lists the elements of an authorized state program. It outlines the delegation process and identifies components of an authorization application. It specifies the applicability of hazardous and solid waste amendments (HSWA) and non-HSWA provisions in authorized and unauthorized states and defines and provides the citation for the cluster rule.
