This Record of Decision (ROD) documents the U.S. Environmental ProtectionAgency's (EPA's) selection of the remedial action for the Barceloneta Landfill Site. The primary objective of this remedy is to control the source of contamination at the Site and to reduce and minimize the migration of contaminants into Site media thereby minimizing any health and environmental impacts. The major component of the selected remedy includes installing a low permeability cover system for the three landfill cells meeting the requirements of the Resource Conservation and Recovery Act Subtitle D and Puerto Rico's Regulations Governing Landfill Closure. This cover system or landfill cap(s) will further reduce infiltration of precipitation water into the landfill and reduce leachate generation thus mitigating impacts to ground water.
