The authors examined DOE's use of removal actions to reduce the cost andaccelerate the pace of environmental restoration. Specifically, the authors examined whether removal actions have been successful as an alternative to other environmental restoration processes in reducing time, reducing costs, or providing other benefits. The authors also examined the extent to which DOE is using removal actions at its facilities and the factors that limit the greater use of this approach. The authors focused their review on five DOE facilities--Hanford in Washington State, Savannah River in South Carolina, Oak Ridge in Tennessee, Rocky Flats in Colorado, and the Idaho National Engineering Laboratory (INEL) in Idaho.
