This Bulletin introduces a series of OJJDP Bulletins focusing on both promising211u001eand effective programs and innovative strategies to reach Youth Out of the 211u001eEducation Mainstream (YOEM). YOEM is a joint program initiative of the Office of 211u001eJuvenile Justice and Delinquency Prevention, U.S. Department of Justice, and the 211u001eSafe and Drug-Free Schools Program, U.S. Department of Education, to address the 211u001eneeds of youth who do not attend school regularly because they are truants or 211u001edropouts, afraid to attend school, suspended or expelled, or in need of help to 211u001ebe reintegrated into mainstream schools from juvenile detention and correctional 211u001esettings. Additional Bulletins will focus on each of these five separate but 211u001eoften related categories of problems that put youth at risk of falling out of the 211u001eeducation mainstream. Ensuring that children attend school, are safe, and receive 211u001ea sound education has become a challenging task for parents and society in 211u001egeneral. With some students, the challenge is simply to get them to come to 211u001eschool and stay in school.
