In the fall of 1997, the ITS Professional Capacity Building Program initiated the211u001edevelopment of six 'White Papers' to briefly describe the current status of, and 211u001eplans for future education and training activities of six organizations engaged 211u001ein various aspects of the planning and deployment of Intelligent Transportation 211u001eSystems (ITS).
