The Director of the Civilian Defense Region (CBO) is responsible for the preparations and co-ordinations of the civilian part of the Total Defense. He co-ordinates his work with the Regional Joint Commander (MB). This report gives an account of a number of changes that influence the necessity of CB-a new command and control structure of the Swedish Armed Forces without MB, new county administrative boards and changes in regional responsibilities, etc. As a consequence of these changes and the principle of the same command and control structure in peace and war, we suggest that CB ceases to exist if MB no longer exists. Some remaining tasks are divided between the government and the county administrative boards. The Swedish Agency for Civil Emergency Planning is given the responsibility to direct the planning of preparedness, training and exercises.
