In the 1993-94 school year, 414,279 children ages 6-21 were served in programs211u001efor youth with serious emotional disturbances, which represents 8.7 percent of 211u001eall children with disabilities in special education programs under the provisions 211u001eof the Individuals with Disabilities Education Act (U.S. Department of Education, 211u001e1995). Within special education, there is a concern about data that show that 211u001eyouth from minority ethnic groups are represented at a rate that is greater than 211u001etheir percentage with the total school population. This project attempted to 211u001elocate research evidence about success with this population for the purpose of 211u001ecommunicating to teachers and parents which techniques were effective in serving 211u001eminority youth with serious emotional disturbances.
