The Telecommunications Act of 1996 (Act) directed the Federal Communications211u001eCommission (FCC) to establish support mechanisms to ensure the delivery of 211u001eaffordable telecommunications service to all Americans, including low-income 211u001econsumers, eligible schools and libraries, and rural health care providers. In 211u001eJanuary of 1997, the FCC's Industry Analysis Division released estimates, by 211u001estate, of intrastate and interstate telephone revenues for 1995. The FCC's 211u001eIndustry Analysis Division released these estimates so that all parties in the 211u001euniversal service proceedings would have access to the same set of revenue 211u001efigures at the state level. These estimates of telephone revenue have been used 211u001eboth by the FCC and by the states in analyzing changes to the universal service 211u001efund. This report updates those numbers and presents estimates of intrastate and 211u001einterstate telephone revenue by state for 1996. This report begins with a summary 211u001eby state of the latest available data on the universal service support mechanisms 211u001ethat existed prior to 1998, as provided by the National Exchange Carrier 211u001eAssociation (NECA), in its capacity as temporary administrator of the universal 211u001eservice support mechanisms. Then, using estimates of telephone revenue by state, 211u001ethe report summarizes the impact of changes in the way that the previously 211u001eexisting universal service support mechanisms are funded.
