The Old F-Area Seepage Basin (OFASB) (904-49G) is listed as a ResourceConservation and Recovery Act (RCRA) 3004(u) Solid Waste Management Unit/Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) unit in Appendix C of the Federal Facility Agreement (FFA) for the Savannah River Site. This operable unit includes the source unit (vegetation, soils (basin and ditchline), pipeline, and pipeline soils) and the groundwater unit. The preferred alternative for the OFASB vegetation is to remove vegetation and dispose at an off unit facility. The preferred alternative for the OFASB pipeline and pipeline soils is institutional controls. Along with the institutional controls above, the preferred alternative for the OFASB soils (basin and ditchline) is to remove the top two feet of soils in the ditchline and place in the OFASB followed by in situ stabilization of the top two feet of basin soils and the ditchline soils placed in the basin, and cover with a low permeability cap. The preferred alternative for OFASB groundwater is to continue existing institutional controls and monitor the extent of the groundwater contaminant plume.
