Under Section 1445 (a) (2) of SDWA, as amended in 1996, the Environmental211u001eProtection Agency (EPA) is required to establish criteria for a revised 211u001emonitoring program for unregulated contaminants and, by August 11, 1999, to 211u001epublish a list of contaminants to be monitored. To conform to the 1996 211u001eAmendments, EPA has proposed substantial revisions in its proposed Unregulated 211u001eContaminant Monitoring Regulation (UCMR), described in the UCMR Preamble and Rule 211u001e(64 FR). The purpose of the UCMR Program is to collect unregulated contaminant 211u001eoccurrence data to help determine which of these contaminants EPA should regulate 211u001ebased on the concentrations of the contaminant(s) in public water systems and 211u001etheir potential adverse health effects through contaminant exposure. The purpose 211u001eof this document is to describe the general statistical design, rationale, and 211u001especific methods used to select the representative sample of small systems that 211u001eare required to undertake UCMR monitoring. Portions of this document also 211u001edescribe how this process relates to the UCMR monitoring plans of individual 211u001eStates.
