Desk Top Outsourcing: Positive Results Reported, but Analyses Could Be Strengthened.

The report reviews federal agencies efforts to engage in an information technology (IT) outsourcing alternative for acquiring distributed computing services (typically those pertaining to desktop management) known as seat management. Generally speaking, under seat management, contractor-owned desktop and other computing hardware, software, and related services are bundled and provided on the basis of a fixed price per unit (or seat). Objectives were to (1) determine agencies rationales for awarding seat management contracts,2 (2) assess whether estimated costs and benefits have been achieved, (3) ascertain how well agencies have managed the risks associated with seat management, and (4) identify lessons learned.
