Joint Council for Economic Opportunity of Clinton and Franklin Counties, Inc. (the Grantee), provides early learning services to children and their families through the Head Start program at 10 facilities throughout the Plattsburgh, New York, area. For program year February 1, 2009, through January 31, 2010, OHS awarded approximately 3.27 million in Federal Head Start funds to the Grantee to provide services to 337 children. On June 22, 2009, the Grantee also received 181,927 dollars in Recovery Act funding.
