Summary of Tropospheric Propagation Measurements and the Development of Empirical V H F Propagation Charts

The propagation curves presented are the best systematic estimates of tropospheric propagation which are possible with the meager data presently available, and the incomplete knowledge of the mechanism of tropospheric propagation and meteorology. The submission of generalized curves is only justified by the immediate practical need of providing a basis for Television and FM allocations which recognizes the existence of tropospheric propagation, instead of ignoring the tremendous departures from the values calculated assuming a standard atmosphere.
