Diversity within Order: Coordinated Development for a Better Environment

A comprehensive plan is outlined for the northeast Illinois metropolitan area. The plan emphasizes development along existing transportation corridors from the central area outward as fingers. The plan had the highest rating based on the criteria selected and was endorsed by the commission as the future plan, pending final approval. The choice among alternative plans depended on two factors: (1) The decision by citizens of the region and their leaders that one alternative stressed the important goals in a desirable way and (2) Technical tests of the probable performance by each form of development on selected criteria, such as 'average time of work trip'. The objectives are aimed at achieving economic health, social mobility, attractive, convenient and healthful environment and optimum use of natural resources. The alternative plans are technically evaluated in the report with respect to air quality, access to regional parks, available farm land, and natural resources and management. Future evaluation will focus on transportation; public revenue; and feasibility, acceptability and effectiveness of achieving the plan. The finger plan foresees development along corridors formed by existing commuter rail lines. A typical finger area is outlined in terms of the effect on six elements--transportation and utilities, commercial centers, open space, industry, residental communities, and natural resources management.
