A three-phase modeling framework for production control is proposed. Phase I models determine lot size plans and lead times based on actual capacity and load plans rather than statistical averages. Phase II models determine safety stocks necessary to protect the Phase I plans, and Phase III models determine the detailed schedules while keeping the system in line with Phase I and Phase II plans. This approach is compared to Material Requirements Planning (MRP) systems as well as several other systems which are reviewed as they exist in practice. The production planning and control problem is examined and the characteristics of the environment are discussed. Relevant literature on the planning and control process is identified. It is recommended that the structure of the planning process be the basis for future modeling efforts and that these models reflect the place they have in the overall process.
