The project determined the infrastructure needs of the fishing industry, the ports, and government as a means of accelerating the development of the groundfish industry in California, Oregon, and Washington. It focuses on the underutilized groundfish resources, the range of supply and demand conditions, and how the ports, vessels, harbor facilities, processors, cold storage, distribution, available labor, and related support activities will be affected by changes in the industry. Interviews with industry officials and leaders were part of the study. The study concluded that: the resource base and markets are available to support a substantial expansion of the industry; the distance between Alaska fishing grounds and the west coast states makes Alaska the logical place to locate processing operations; Dutch Harbor is the most suitable port for handling large vessels; and a great deal of investment in infrastructure is required for establishment of successful groundfish operations.
