U.S. Coast Guard: Status, Problems, and Potential. A Special Report to the President and Congress

The decade of the 1970s produced a rush of legislation designed to manage the increased use of our offshore areas. Much of the increased burden of regulatory and service responsibility fell within the broad mandate of the U.S. Coast Guard. Concerned by the apparent imbalance between the Coast Guard's resources and its responsibilities. NACOA conducted a year-long review of Coast Guard missions and funding levels, which included an examination of recently published studies; review of legislative origin and budget history for Coast Guard missions; discussion of current resources, practices, and problems in each mission.
