Development Process for the Creation of the SBA (Small Business Administration) Small Business Database Containing U.S. Establishment and Enterprise Microdata (USEEM)

The document describes the development process for the creation of the database containing the U.S. Establishment and Enterprise Microdata (USEEM) developed by the Business Microdata Project of the Brookings Institution between January 1980 and November 1983. The report is written at two levels. The chapter to follow contains a summary description of each of the major steps involved in the process to develop the USEEM data. It is the intent of the dual presentation format to permit individuals needing an understanding of the development process to seek the level of detail necessary. In any event, as is always the case with large scale data processing activities, the actual computer programs used are the final recourse in determining exactly what steps, at the most refined level of detail, were actually performed.
