Provision of wastewater treatment is a major financial undertaking for a community and its residents. There are multiple objectives to be met: protection of the environment, maintenance of water quality standards, reliable treatment and sufficient capacity to meet present and future demands, to name a few. Naturally, the goal is to fulfill these objectives without placing a financial burden on the community and its wastewater customers or taxpayers. This can best be accomplished by anticipating and understanding the likely financial and management impacts as plans evolve, so that informed decisions can be made to optimize the wastewater treatment plan.
