The Nationwide Emergency Telecommunications Service (NETS) is a survivable, switched, telecommunications service of voice and low-speed data for 20,000 authorized, Federal government users responsible for critical, leadership functions of government. NETS must survive a spectrum of threats culminating in massive nuclear attack on the country. It depends on enhancements to the public switched network (PSN) that will produce a robust capability to provide service with large parts of the PSN destroyed. NETS must combine ease of use, ubiquity, adaptive routing, priority channel selection, and geographic diversity with the flexibility to incorporate new technologies. The study concludes that the only feasible source for this panoply of capabilities is the network of networks that constitutes the PSN.
