In 1981, President Reagan Issued executive order 12291, which required that major new Federal regulations undergo an analysis to quantify both the benefits that the rule would provide for society, and the costs that would be incurred. Pursuant to the order, the Environmental Protection Agency has conducted a number of regulatory analyses to evaluate its regulations. The paper is concerned with the accuracy and sophistication of the cost estimates used in several regulations that affect the disposition of solvent wastes. Its primary focus is on the analysis of the restrictions on land disposal of solvent wastes, but the Small Quantity Generator (SQG) and proposed Waste-as-fuel regulations are also examined.
