The purpose of the manual is to provide a step-by-step procedure for transit practitioners who wish to calculate the annual benefits of allowing a private-sector transit provider to supplement the services of an existing possibly subsidized transit service. In effect, it describes, the generation of the results in the accompanying Technical Report for the project.
