Third Party Contracting by UMTA (Urban Mass Transportation Administration) Grantees: A Transit Training Program. Final Report

The grant researched and developed a four-day procurement orientation course, complete with classroom student handbook produced in desk-top reference format. The course was designed for presentation in a university environment to enhance the knowledge, understanding and perspectives of transit authority practitioners working with UMTA third party contracting programs at urban mass transit authorities. Material complied from critiques prepared by each of the 47 students and comments rendered during the interactive review and discussion sessions provided the basis to formulate the five recommendations submitted to UMTA's Office of Technical Information and Training for their consideration in planning follow-on procurement training programs. The Final Report summarizes the technical approach, provides an analysis and states the recommendations of the study.
