摘要

The greatest cause of the poor performance of the agricultural sector in Sub-Saharan Africa has been the inefficiency of the marketing systems. Improving agricultural marketing systems can have a significant beneficial impact on national and household incomes, foriegn exchange earnings, domestic consumption, and food security. The Strategic Framework suggests that efforts to promote more efficient and competitive marketing systems include: Policy and regulatory reform to provide incentives for marketing activities and investments; Infrastructural and institutional rehabilitation, maintenance and development, to enable marketing activities to take place and expand; and Strengthening market participant capacity to improve technical, analytical and managerial skills required by both the public and private sectors.
