Do Effluent Charges (Always) Reduce Environmental Damages

Effluent charges are discussed as a means for environmental quality. In a comparative static model, the long run adjustment of a perfectly competitive polluting firm to a change in the effluent charge rate is analyzed. The firm is assumed to have a flexible abatement technology. The firm may increase pollution when the charge rate is increased.
