Leading Non-Logarithmic Contribution to the Electropenguin Diagram andPhenomenology of Kaon Decays

The leading nonlogarithmic contribution which arises in the real part of theWilson coefficient for the electropenguin operator is reanalyzed within the four flavor effective hamiltonian. The ratio (gamma(K(+) decays to pi(+)e(+)e(-)))/gamma(K(+) decays to pi neutral e(+)nu(sub e))), the K(sub L) rate decay to pi neutral e(plus)e(minus) and the delta I = 1/2 rule in nonleptonic kaon decays are reconsidered by taking to account both the leading nonlogarithmic contribution and the strong corrections in M(sub w)/mu) squared up to the next-to-leading order. Their dependence on the quantum chromodynamics parameters is studied and it is argued that the inclusion of the strong corrections of order log (m(sub g)/mu) squared cannot be neglected.
