Some Aspects of Modernizing the Polish Cadastre

A description of the present state of the Polish cadastral system is given,including its tasks and the information it keeps. Organizational inefficiency is demonstrated by the fact that the cadastral organization is constituted of a multitude of more or less independent institutions in four levels of administration. As far as technical equipment is concerned, the Polish cadastre is reasonably equipped, but use of computers in cadastral departments is scarce. In a number of cities though, property registers are computerized. It is emphasized that reliable cadastral information is important for fast developing countries such as Poland, in view of the need of foreign and national investment in real estate. A number of technical and organizational recommendations are given to modernize the Polish cadastral services. A substantial part of the study is devoted to the technical and especially the financial sides of cadastral mapping. In a model, costs are assessed of different mapping alternatives. This part of the study can aid cadastral authorities, for instance those of the Polish cadastre, in choosing the appropriate method or mapping larger areas.
