Early Activities of the Copers and the Drafting of the ESRO Convention (1961/62)

The aim of this report is to describe the main activities of these two groups,particularly in so far as they bore on the drafting of the convention of the new European Space Research Organization (ESRO). This convention was laid before an intergovernmental conference in Paris on 14 and 15 June 1962. By restricting our time span and our subject matter in this way we do not, of course, deal with all matters handled by the working groups in this period, and not by the LAFWG in particular (staff policy and internal structure, privileges and immunities, etc.). We do, however, throw into relief the most significant issues which were 'settled' in the run up to the signature of the convention, so exploring in depth the history of some key clauses in that important legal document.
