The second evaluation of the RIKEN BNL Research Center (RBRC) took place on May211u001e27 and 28, 1999, at Brookhaven National Laboratory. The members of the Scientific 211u001eReview Committee were Professors Akira Masaike, Larry McLerran, Jack Sandweiss, 211u001eHorst Stoecker, and Akira Ukawa. Professor Ukawa was unable to attend. In order 211u001eto illustrate the breadth and scope of the program, each member of the Center 211u001emade a presentation on his research efforts. In addition, the progress and status 211u001eof the RBRC Supercomputer program was evidenced in both a tour of the facility 211u001eand a presentation on its status. Although the main purpose of this review is a 211u001ereport to RIKEN Management (Dr. S. Kobayashi) on the health, scientific value, 211u001emanagement and future prospects of the Center, the RBRC management felt that a 211u001ecompendium of the scientific presentations are of sufficient quality and interest 211u001ethat they warrant a wider distribution. As such we have made this compilation and 211u001epresent it to the community for its information and enlightenment. Thanks to 211u001eBrookhaven National Laboratory and to the U. S. Department of Energy for 211u001eproviding the facilities to hold this meeting.
