Proposed Organizational Structure for Providing Health Services and Medical Care in the State of Iowa.

The study identifies health manpower problems in Iowa and proposes a system to make comprehensive health care accessible to the people of the State. Tabular data on physician distribution and demography for each of 16 health regions, as well as on population changes, are provided. Results point to a dearth of doctors and maldistribution of their services. A large percentage of the few remaining rural physicians in the State are older men, and many smaller communities have not been successful in their efforts to recruit young doctors. This report recommends an organizational structure for providing better personal health services. The plan proposes that regional health planning councils assume the responsibility for monitoring the implementation of a system of area health education centers and health care centers and the recruitment of groups of young physicians. The local health centers would provide primary medical and dental care. Regional health centers would provide primary and secondary medical care and health services; a medical health center or university medical health center would give tertiary care in the form of specialized medical, diagnostic, and therapeutic services.
