Brief Description of The Proposed Action:nThis document is a site specific Environmental Impact Statement (EIS) for five (5) candidate sites comprising the Capline Group of salt domes located in the Gulf Coast region of south central Louisiana. The primary site for Strategic Petroleum Reserve (SPR) development in this group is the Napoleonville salt dome located in Assumption Parish, Louisiana. Of the other four (4) sites, two (2) are expansions of Early Storage Reserve facilities, and two (2) are new sites.nSummary of Environmental Impacts and Adverse Environmental Effects:nThis site specific EIS analyzes the environmental impacts which could occur during site preparation and operation at each of the five (5) locations.
