In this University of Michigan study, 48 experienced vocational rehabilitation counselors judged 90 competencies proposed as goals for a Master's Degree program in rehabilitation counseling. The study is intended primarily for rehabilitation counseling educators. Categories of the tasks, or competencies, include philosophy of rehabilitation, human behavior, community resources for rehabilitation, counseling process, medical aspects of disability, professional advocacy, client assessment, use of research, job analysis / placement / jobs restructuring, and management and vocational rehabilitation services supervision. The 17 women and 31 men participating had at least a year's experience in rehabilitation counseling; 88 percent had academic degrees at the Master's level or above, and most had a concentration in rehabilitation counseling. All were to answer 5 questions for each of the 90 competencies regarding their relevance to the rehabilitation counselor's job; satisfaction when used on the job; pertinency to a majority of clients; necessary preparation; and staff needing to perform the task. Major findings include the following: (1) great importance was ascribed to the counseling process, client assessment, medical aspects of disability, human behavior, case management, and job analysis / placement / restructuring; (2) participants expressed greatest enthusiasm for tasks in client - counselor interaction, least for use of research and management; (3) practically all of the proposed competencies were deemed useful for over half of rehabilitation clients; (4) participants felt some graduate study was required for proficiency in most competencies; (5) performing most tasks was considered useful for other rehabilitation personnel. A bibliography is included, and appendices contain complete lists of the 90 competencies and their ratings by the participating counselors.
