Gulf Oil Corporation has filed a petition for permanent exemption from the prohibitions of the Fuel Use Act for a new steam generating facility at its Alliance Refinery in Plaquemines County, Louisiana. A new boiler is proposed which will generate 400,000 lb/h of steam to satisfy new process units and provide back-up for existing steam generation facilities. A Base Case utilizing refinery fuel oil (RFO) and seven (7) alternatives involving coal, coke, and mixtures of coal-RFO and coke-RFO are investigated. The eight (8) alternatives are reviewed and tabulations are presented that summarize capital costs, annual operating costs (excluding fuel cost), and solid waste quantities. Estimated capital and operating costs for a flue gas desulfurization (FGD) system to serve the RFO-fired boiler if the fuel contained the maximum 1.2% sulfur are provided. These costs are also summarized. A description of the required FGD facility is provided. (ERA citation 07:056153)
