This report serves to document, summarize, and expand upon the overall research effort regarding ocean disposal of large volume coal combustion wastes. The major objectives are twofold: (1) to present general results and highlights of the research direction and progress to date; and (2) to utilize the favorable results of prior physical block mechanics and environmental research, and expand upon it by providing a detailed cost feasibility assessment of the ocean disposal process. The cost feasibility assessment is conducted by way of a specific case study approach. An industry-represenative, hypothetical seaboard power plant is designed so that the case study analysis can benefit from the use of typical coal waste product quantities and characteristics. Cost estimates (in constant 1980 dollars) are provided for the entire ocean disposal scenario, including coal waste block production; handling; transportation; ocean disposal; and monitoring. The costs incorporated both equipment and labor requirements to analyze total capital investment along with annual operation and maintenance expenses. The assumptions and operational characteristics of the ocean disposal case study scheme are explicitly stated to allow individual utilities to modify conditions. In this way, the universal cost feasibility methodology may be utilized on an individual site basis. (ERA citation 06:032870)
