Guide for Controlling Consumer Products Containing Radioactive Substances

Consumer products are considered regardless of the purpose for which the radionuclide is added. For example, the purpose may be to make use of the ionising radiation emitted by the substance in the product itself (e.g. radioluminescent devices, antistatic devices and ionisation chamber smoke detectors), or to make use of some other property of the material where the presence of radiation in the final product is merely adventitious (e.g. thorium gas mantles, ceramics with uranium glazes, and products containing radioactive tracers added to facilitate manufacturing and inspection processes). The guide does not cover some products containing natural radioactive substances which have not been intentionally added, such as building materials. The guide does not cover medicinal products and pharmaceuticals, nuclear powered cardiac pacemakers, or electronic equipment, such as television receivers, that emit X-rays. Unlike the 1970 guide, this guide does not consider those products, such as EXIT signs, containing gaseous tritium light sources, that would not be supplied directly to members of the public. The guide is concerned mainly with the exposure arising from consumer products of those persons who are not subject to any regulatory controls for purposes of radiation protection in normal circumstances. Members of the public come under this heading, but not workers involved in the manufacture of consumer products. These workers will normally be subject to separate control. Radiological protection concepts and policy for the control of radioactive consumer products and licensing and post-licensing surveillance are developed. (Atomindex citation 17:022398)
