This paper examines the role of Harold L. George in the development and implemeination of the strategic bombing theory used during World War II. It focuses on three main areas, each supported primarily by documentns from the Air Force Historical Research Agency. First, this paper shows that through his associations with the Amy Air Corps' founding elite, General George had the credibility to make an impact. Second, as Chief of Afr Tactics and Strategy at the Air Corps Tactical School from 1933 to 1936, George codified his strategic afr power theory and thus demonstrated the motive for his contributions. Finally, this paper contends that as the Chief of Air Staff for War Plans on the eve of World War II, George took the opportunity to implemein his strategic bombardment theory by developing the air war plan against Germany.
