The Acquisition of Airlift Services from Commercial Sources: A Revised Method

Since the early 1960's, the Military Airlift Command has used the award of Department of Defense airlift service contracts as an incentive to encourage commercial air carriers to commit aircraft to the mobilization base embodied in the Civil Reserve Air Fleet (CRAF) program. Contracts are made in proportion to each carriers's commitment to CRAF. To price the airlift service contracts, the Military Airlift Command uses minimum rates it established especially for these contracts. This approach is in dissonance with the underlying philosophy of recent legislation deregulating the airline industry and current Department of Defense acquisition policy. This thesis develops a means for introducing price competition into the contract award process consistent with the maintenance of a responsive airlift mobilization base. (Author)
