The objective of this program was to provide the necessary methodologies and data required to being implementation of the NOHARM (Naval Ordnance Hazards Analysis and Risk Management) system. This program was divided into three tasks: (1) perform a comprehensive review of the technical literature, (2) develop new methodologies for predicting the debris environment resulting from internal explosions in reinforced concrete structures, and (3) develop a master plan to derive the fragment/debris input data required for implementation of the Explosions Hazards Model of NOHARM. The Task 1 effort resulted in the identification of 102 useful reports and papers. The Task 2 effort resulted in a model for estimating the number of fragment/debris missiles per unit of ground surface area which exceed specified impact energy levels. The Task 3 effort resulted in a scale model test program and similitude analysis which can be used to generalize the test results.
