Financial Criteria Used in Case Adjudication by the Directorate for IndustrialSecurity Clearance Review (DISCR)

An analysis of financial criteria used in case adjudication by the Directoratefor Industrial Security Clearance Review (DISCR) was conducted to determine those financial factors most relevant in granting or denying security clearances to industrial personnel. It was concluded that the underlying cause of debt and subsequent handling thereof by the applicant were more influential than the type, number of dollar amount of debt in determining case outcome. Applications whose debts were due to circumstances beyond their control and who made good faith efforts to resolve their debts were more likely to be granted clearances than applicants whose debts were due to carelessness or financial mismanagement and who made little or no attempt to resolve their debts. Ten financial factors most highly correlated with case outcome were identified and grouped into four main categories. Adjudicators were found to determine case outcomes in accordance with established adjudication policy.
