One Solution to Capital Budget Shortfalls: A Primer for Public-Private Ventures

Privatization of government facilities and services is seen variously as thesolution to government's burgeoning budget shortfalls and as an expensive and dangerous intrusion of the private sector into the public domain. In either case, the concept of privatization demands the attention of government managers and they should become thoroughly versed in its opportunities and pitfalls. In this report we address a major subset of privatization public-private ventures (PPVs) - from the perspectives of the Federal, state, and local governments. We explore the issues, give examples, present alternative strategies, and look at developments that are likely to affect the future of PPVs. Finally, we present a primer for senior government managers for initiating a PPV program. Our goal in this report is to give the government manager a thorough grounding in PPV concepts. The future of government facilities and services may or may not belong to PPVs, but the future of more and more government managers may depend on their knowledge of PPVs.
