The Office of the Chief of Engineers directed the Engineer Strategic StudiesCenter (ESSC) to complete a formal study that compared the 1990 fielded force (Base Case) to the 1999 Regimental Engineer case. The study scenario deploys five heavy divisions to Southwest Asia (SWA). The Southwest Asia Engineer Capability Options for Heavy Divisions (SACAPO) study was completed in September 1991. The SACAPO study compares manpower and equipment capabilities for all cases and times. During the SACAPO study a question was raised concerning the transportation assets required to move the engineer force to Southwest Asia. In this report, ESSC addresses those concerns by evaluating aircraft sortie and ship requirements for two unit designs-the FY91 engineer force (Base Case) and the 1990 E-force design (Regimental Engineer). This report rates the Base Case for 1990 and the Regimental Engineer case for 1999. The Military Traffic Management Command (MTMC) Transportation Engineering Agency computed the transportation requirements based on data provided by ESSC. This study's findings provide recommendations about the planning process for future engineer organizational structures.
