The main purpose of this manual is to provide guidance for the use of The U.S.Office of Management and Budget approved Corps of Engineer Compendium of survey questionnaire items for the collection of planning data. It provides specific guidance on cross referencing the Compendium of approved survey questionnaires by topic of study, methods of data collection, and types of survey questions. It also provides general survey implementation and analysis guidance, supplementing earlier manual coverage of the survey research process as it relates to use of the Compendium of survey questionnaires.
