The Industrial College of the Armed Forces has bought together leading members ofgovernment, industry, and academia to discuss one of the most critical issues facing the nation: acquisition reform. These proceedings capture the thoughts of those leaders and along with the papers, provide a comprehensive examination of what needs to be done at the strategic level to reform the Defense Acquisition process meet needs in a more efficient, effective, and responsive way. It is hoped that the proceedings will provoke ideas, and actions, to further the effort to forge a strong partnership among these institutions. The ICAF mission related to acquisition received little national attention during the last several decades due in part to the lack of any national emergency that would require a surge in industrial production for defense purposes. Additionally, 'national security' was defined largely in terms of military security. Two significant events have occurred during the pat decade that have focused attention on the Industrial College. First, the concept of national security has evolved to include economic security. With the increased recognition that economic well-being was critical to national security in its own right in addition to is role in supporting military mobilization, the focus of the Industrial College shifted toward a study of the industrial base in general, and its ability to support defense need.
