The Research Evaluation System for Analysis was used to conduct quantitative and qualitative analyses of the impact of two factors on the command and control effectiveness of a set of human decision-makers conducting offensive air strike operations while maintaining an effective defensive posture. The two factors were the community of the decision-maker, tactical-air specialist versus non-tactical-air specialist, and the level of information provided to the decision-maker during the simulation run. We find that potential information overload has a substantial but not statisitcally significant effect upon C2 effectiveness.
