The IMF is expanding its definition of energy subsidies to highlight reform as a global challenge. Its latest recommendations go beyond rounding up the usual suspects — emerging economies and Middle Eastern energy exporters. The IMF now says energy taxes in most advanced economies are too low, meaning effectively that “all advanced economies are providing energy subsidies on a post-tax basis”. But while Beijing and Delhi take steps to reform their energy pricing, political action in Washington looks far less likely.
