Coping with sustained high growth

When I became mayor of Alberta's most unique municipality in 2004,the Regional Council faced a daunting challenge.How does a municipality this size cope with the highest sustained growth rate in Alberta,within a framework of responsible fiscal management and good government?In the subsequent two years,we've Melissa Blake built a strategic model that can work well not only in our region,but also has assets for use by other high-growth municipalities.At Oilweek's request,I'll use this space to touch on some highlights from our model.
